The army keeps the tourists safe from insurectionists and bandits
Rebel forces were still active around the Volcan de Agua when Rick began his visits to Antigua. After peace came, so did the gangs, maras, of bandits who would rob the tourists. At least during the civil war, there was control over these guys other than the army. Here, like the rest of the world, the disparity of incomes, good jobs, education and all the rest widens with the expansion of population faster than the economy, to say nothing of global corporate socialism. If you're trained to use guns as a kid, what do you do as an adult? Meanwhile, there are troups in Antigua and the photographer doesn't have a problem with that, although he gives them a wide birth.
